Organizational Setting

The Division of Budget and Finance manages the financial resources essential for full implementation of the IAEA's scientific and technical programmes. The Division provides financial services and solutions for programme budgeting, treasury, payments, payroll, financial accounting and reporting to support the IAEA's mandate.The Finance and Accounting Section maintains and monitors all accounts for the IAEA, monitors and reports on the receipts of assessed and voluntary contributions, and prepares the IAEA's financial statements and other reports to the governing bodies and Member States and supports the control environment related to financial reporting.


Main Purpose

As the Unit's focal point for reporting on all types of contributions in accordance with the International Public Sector Accounting Standards (IPSAS), the Contributions Associate, under the general guidance of the Unit Head, collects and accounts for all contributions to the IAEA. She/he also ensures that contributions reports are complete, correct and in conformity with the financial regulations, rules and policies. She/he analyses financial transactions and prepares accounting, financial and management reports for departments and donors. The Contributions Associate is responsible for ensuring the IAEA’s annual financial statement amounts and disclosures relating to IPSAS non-exchange transactions are complete and accurate. He/she supports the Unit Head in documenting and analysing the business processes related to contributions and liaises with MTIT on IT solutions in support of the automation and maintenance of such business processes. In addition, the Contributions Associate contributes knowledge of best practices and background research to the development of policies and procedures, as well as follow-up on the status of implementation of audit recommendations.


Role

The Contributions Associate is: (i) an analyst, providing advice on revenue cash management, accounting and financial matters; in accordance with IPSAS 23 (non-exchange); (ii) a focal point providing timely information to external and internal counterparts on the status of contributions; (iii) a team leader and a team member, working together with other members of the Unit and outside MTBF to ensure accurate and timely processing and recording of financial transactions, including the preparation of various reports and the Agency Financial Statements and in looking for ways to improve business processes with the use of new technology and best practices.


Functions / Key Results Expected

Under the general guidance and supervision of the Unit Head, Contributions Unit, the Contributions Associate performs the following duties:

Lead team members in the preparation and reconciliation of monthly, quarterly, semi-annual and annual reports of Members and non-Member donors contributions and other substantive statistical data and management reports on Extrabudgetary contributions as required by the Governing Bodies, Member States, management and the Unit Head.

Prepare reports and analysis on traditional and non-traditional donors for the relevant Committees as well as to assist departmental focal points on resource mobilization.

Lead team members in the preparation of the year end closure and other financial statements necessary for finalization of the IAEA's accounts, and review the work of the team for accuracy and correctness.

Advise Member States' representatives on various contributions, such as individual financial status and accounts payable.

Prepare reports on monthly cash forecast of Member States' cash contributions versus IAEA's disbursements to enable the monitoring and implementing of the approved programme under the Regular Budget.

Analyse and assist in the preparation of policies (with special focus on extrabudgetary) relating to any new IPSAS requirements on recognition of Revenue, including significant changes to the workflow of accounting of revenues. Lead the team in reviewing and documenting such changes including preparation of the necessary procedural guidance for the Unit's work.

Contributes to the development of contributions policies and procedures by researching best practices as well as follow up on the status of audit recommendations

Assist the Unit Head in analysing and documenting business processes and leading team members in designing and maintenance of dashboard reports and collaborative automated workflows relating to Extrabudgetary contributions through close liaison with the relevant focal points and experts throughout the Agency. This includes testing and following up on business process improvements and reporting on inefficiencies and inconsistencies.

Qualifications, Experience and Language skills

  • First level university degree in finance, accounting, business administration or a closely related field.

  • Recognised professional accounting certification and IPSAS certification would be an asset.

  • A minimum of two years of working experience in accounting, financial and management reporting, including support in the preparation of financial statements, at least one year of which at the international level.

  • Experience in the design, operation and/or upgrade of contributions management, recording and reporting systems.

  • Experience in dealing directly with representatives of Member States.

  • Experience in giving presentations is an asset.

  • Excellent oral and written command of English. Knowledge of other official IAEA languages (Arabic, Chinese, French, Russian and Spanish) is an asset.

Remuneration

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $55163 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $ 29457*, dependency benefits, rental subsidy, education grant, relocation and repatriation expenses; Other benefits include 6 weeks' annual leave, home leave travel, pension plan and health insurance.
