ICF's Disaster Management Division seeks Hazard Mitigation 404/406 Specialists, Level II – On Call (US) to join our team. Travel is required for this job, deployable for multiple week assignments, with possibility of some remote work-from-home.

This position requires experience in “both” FEMA 404 and 406 Grant Programs. This opportunity presents a great chance to assist in rebuilding communities after disasters strike. You will work closely with Subrecipients assisting them with their recovery efforts.

About On-Call Employment with ICF

Given the seasonal or project-specific nature of our disaster & emergency management work, ICF often hires professionals as “On-Call” employees. On-Call employees are scheduled for work hours as they become available (while we usually schedule work hours a few weeks ahead of time, last-minute scheduling may also occur), and each on-call employee is free to accept or refuse the hours assigned to them in a given week. On-Call employees may work concurrent projects outside of their ICF assignment (as long as their outside work does not create a conflict of interest with the work they do for ICF).

Compensation: Although the range below is wider to accommodate growth within the job, this position will offer a pay range of $33 per hour, based upon the match to job description, preferred skills, location, etc., as determined by the hiring team.

Definition: FEMA Hazard Mitigation is a program provided by the Federal Emergency Management Agency (FEMA) that provides funding to states, tribes, and territories when authorized as part of a presidential declaration under the Robert T. Stafford Disaster Relief and Emergency Assistance Act. Section 404 vs Section 406

Key Responsibilities for 404 /HMGP Mitigation and 406 Mitigation:

  • Work with State counterparts in identifying mitigation opportunities.
  • Assist Subrecipients with writing their 404/HMGP grant applications or 406 Hazard Mitigation Proposals.
  • Build and maintain relationships with State counterparts and Subrecipients.
  • Ensure that the Scope of Work is concisely written and is clearly defined.
  • Ensure that budgets are thorough and accurate and fall within the FEMA guidelines of eligible activities.
  • Assist Subrecipients with gathering all needed documentation to complete the grant applications and BCAs.
  • Coordinate Environmental Reviews or any Environmental Documentation required with ICF’s Environmental Team.
  • Work closely with ICF’s Benefit Cost Analysis Staff and coordinate any required Benefit Cost Analysis. Provide any documentation requested by ICF’s BCA staff.
  • Reviewing 404/HMGP project applications for accuracy and completeness prior to FEMA submittal; follow up with Subrecipient with any outstanding documentation needed.
  • Manage and monitor grant applications to ensure project implementation is on track with project timeline in application.
  • Develop Quarterly Reports.
  • All administrative tasks associated with projects.
  • As requested, review any Damage Description and Dimensions to identify mitigation opportunities.
  • Coordinate Cost Estimates for the proposed mitigation measures with the Cost Estimating Team.
  • Process projects using ICF’s Disatrax program.
  • Review proposed projects for any Appendix J opportunities.
  • As needed, provide technical assistance to our State Counterparts and/or Subrecipients.
  • Review FEMA supporting documentation in FEMA Grants Portal.
  • Develop Hazard Mitigation documents, templates, and checklists.
  • Conduct site visits of damaged facilities/structures, if needed.

MUST HAVE Qualifications:

  • 5+ years of experience in FEMA Public Assistance with strong FEMA 404 and 406 Mitigation background.
  • Able and willing to travel (flight/vehicle) including deployment for work needs.
  • Able and willing to work a flexible schedule that can accommodate some evening and/or weekend work as may be required.
  • Must have a valid U.S. driver’s license and can successfully pass a Motor Vehicle Records (MVR) check.

Preferred Skills/Experience: (These may set candidates apart)

  • Bachelor’s degree.
  • Construction background (non-residential).
  • Certified Floodplain Manager (CFM).
  • FEMA Grant Management process knowledge, including grant life cycle.
  • Knowledge of federal and state disaster management programs.
  • Knowledgeable of FEMA’s policies and the 44 CFR.

  • Team and consensus building skills.
  • Strong organizational skills, with the ability to effectively plan, prioritize and manage multiple tasks and activities.
  • Strong written and oral communication, including interpersonal and presentation skills.
  • High attention to detail and accuracy in documentation and reporting “on-time” and professionally.
  • Strong proficiency in Microsoft Office Suite and computer use.
  • Ability to work independently and collaboratively within a multidisciplinary team.
  • Awareness and appreciation of various cultures, socioeconomic backgrounds, and community dynamics.
  • Ability to adapt to changing priorities and work in a fast-paced environment.
