Organizational Setting

The Department of Safeguards carries out the IAEA’s duties and responsibilities as the world’s nuclear inspectorate, supporting global efforts to stop the spread of nuclear weapons. The primary role of the Department is to develop and implement IAEA safeguards to ensure that there is no diversion of declared nuclear material from peaceful activities and no indications of undeclared nuclear material or activities in a State as a whole.

The Department comprises nuclear safeguards inspectors, responsible for carrying out inspections and verifications of all-safeguards relevant information for nuclear facilities in over 180 States; and technical staff responsible for a wide range of activities including: developing concepts and approaches for implementing safeguards; developing and maintaining safeguards equipment; providing analytical and laboratory services for sample analysis; collecting, evaluating and analysing safeguards-relevant information; providing information and communication technology infrastructure and services; and providing programme coordination support.

The Division of Information Management (SGIM) implements state of the art methodologies and techniques for the collection, processing and analysis of a range of safeguards-relevant information, including declarations submitted by States, evaluations resulting from the analysis of samples or measurements collected during infield activities, and information from open sources, including nuclear trade-related data and satellite imagery. Staff perform data validation and complex information analysis and evaluation to support infield activities and provide key input to the State evaluation process.


Main Purpose

Under the supervision of the Section Head and in close collaboration with the Senior Information Analysts, the Safeguards Information Assistant (Open Source) collects and processes information in support of the State evaluation process and in-field activities and communicates relevant information and conclusions to the appropriate IAEA staff. The Safeguards Information Assistant (Open Source) contributes to the development of appropriate methodologies for addressing specific information research and dissemination problems and applies these methodologies in an independent manner. The Safeguards Information Assistant (Open Source) plays a key role in acquiring, processing and analyzing data received from a range of sources. Additionally, he/she supports the State evaluation process at the Divisional level.

Functions / Key Results Expected

  • Provide support to analysts, experts, and ad-hoc working groups by reviewing and analyzing large volumes of data and conducting daily searches and collection of safeguards-relevant information to provide input to the State evaluation process.
  • In cooperation with technical experts and consultants, plan, arrange and participate, both internally and with States, in the review, analysis and reporting of results of highly confidential, proliferation-sensitive information.
  • Prepare task reports in cooperation with analysts and experts, ensuring accuracy and consistency by applying the rules of the IAEA Style Manual and secure their timely dispatch according to SIC and SIS-C schedules to complement the State evaluation process.
  • Analyze information relevant to safeguards and contribute to the drawing of safeguards conclusions, and provide information-related services to the Department.
  • Support the development of analytical methodologies by providing input to requirements/testing.
  • Provide assistance to other staff in the Section and Division and assist with the training of new staff members, acting as a back-up for other Safeguards Information Assistants during times of absence.
  • Support process methodology and tools improvement in the areas related to open source and overall analysis.

Qualifications, Experience and Language skills

  • Completed secondary education.
  • Minimum of six years of working experience supporting analytical processes, preferably in an international environment.
  • Experience of performing analysis of complex information and preparing summaries and reports.
  • Experience related to information collection and/or processing related to nuclear safeguards.
  • Excellent oral and written command of English. Knowledge of other official IAEA languages (Arabic, Chinese, French, Russian and Spanish) is an asset.
  • Administrative skills test to IAEA standard may be part of the process.

Remuneration

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at EUR 66981 (subject to mandatory deductions for pension contributions and health insurance), 6 weeks' annual vacation, pension plan and health insurance.
