ORGANIZATIONAL CONTEXT
The United Nations Industrial Development Organization (UNIDO) is the specialized agency of the United Nations that promotes industrial development for poverty reduction, inclusive globalization and environmental sustainability. The mission of UNIDO, as described in the Lima Declaration adopted at the fifteenth session of the UNIDO General Conference in 2013 as well as the Abu Dhabi Declaration adopted at the eighteenth session of UNIDO General Conference in 2019, is to promote and accelerate inclusive and sustainable industrial development (ISID) in Member States. The relevance of ISID as an integrated approach to all three pillars of sustainable development is recognized by the 2030 Agenda for Sustainable Development and the related Sustainable Development Goals (SDGs), which will frame United Nations and country efforts towards sustainable development. UNIDO’s mandate is fully recognized in SDG-9, which calls to “Build resilient infrastructure, promote inclusive and sustainable industrialization and foster innovation”. The relevance of ISID, however, applies in greater or lesser extent to all SDGs. Accordingly, the Organization’s programmatic focus is structured in four strategic priorities: Creating shared prosperity; Advancing economic competitiveness; Safeguarding the environment; and Strengthening knowledge and institutions.
Each of these programmatic fields of activity contains a number of individual programmes, which are implemented in a holistic manner to achieve effective outcomes and impacts through UNIDO’s four enabling functions: (i) technical cooperation; (ii) analytical and research functions and policy advisory services; (iii) normative functions and standards and quality-related activities; and (iv) convening and partnerships for knowledge transfer, networking and industrial cooperation. Such core functions are carried out in Divisions/Offices in its Headquarters, Regional Offices and Hubs and Country Offices.
- Ensure UNIDO assets are properly recorded in the ERP Asset Module, in accordance with IPSAS methodology as well as the Asset Management Manual of UNIDO.
- Provide administrative and technical support to Allotment Holders/Project Managers and their teams in managing UNIDO assets.
- Conduct periodic inventory of assets, using the SAP/ERP Module in order to ensure the accuracy of stock descriptions, net total on hand and exact location of property.
- Manage and maintain a comprehensive electronic database, in ERP System, of expendable and nonexpendable property; enter data on all incoming expendable and non-expendable property, acquisitions, disposals, transfers, deletions and corrections.
- Responsible for managing the annual asset verification exercise. Analyze, review, coordinate the completion of physical inventory with the Allotment Holders/Project Managers and submit reports on physical inventories to the Chief of AML, as well as the External Auditors when requested.
- Serves as the primary liaison with External Auditors on asset management-related inquiries and recommendations. Coordinates with internal stakeholders—including FIN Services, IT Services, Procurement Services, and Allotment Holders/Project Managers—to ensure the timely and effective resolution of audit findings and recommendations.
- Manages the procurement of assets funded by COR/AML, overseeing the end-to-end procurement process. ensuring compliance with organizational policies, budgetary provisions, and applicable procurement regulations. Coordinates with requesting units, suppliers, and finance personnel to facilitate timely acquisition, accurate documentation, and proper recording of assets.
- Ensure proper transfer of ownership title for assets: Prepare transfers of title for assets as instructed by the Allotment Holders/Project Managers; send out periodic reminders for those not returned.
- Act as the main Secretary to the Property Survey Board, thereby maintaining records of all sales, trade-ins, donations, destructions and write-offs approved by the Property Survey Board.
- Process incoming Property Survey Board cases for submittal to Headquarters Property Survey Board, as well as propose, develop and implement improvements in procedures to automate and expedite processing of inventory.
- Manages insurance policies under the responsibility of COR/AML, including—but not limited to—Headquarters Property and Business Interruption Insurance, Public Liability Insurance, and UNIDO official vehicle coverage. Oversees arrangements where AML holds direct contracts with service providers or participates in global UN insurance schemes, such as vehicle third-party liability, property, and business interruption coverage. In coordination with asset focal points, verifies and updates the list of vehicles requiring annual third-party liability insurance.
- Conducts asset management training sessions as needed to enhance staff knowledge and ensure compliance with organizational policies and procedures.
- Develops, coordinates, and communicates announcements, guidelines, and standard operating procedures (SOPs) to ensure consistent and compliant asset management practices across the organization.
- Support the use of automation and technology for effective and agile operations.
- Supports other staff in AML during peak periods or absences.
- Carry out ad-hoc assignments and research activities, as required.
- Perform any other related duties as assigned.
- A minimum of ten (10) years of progressively responsible work experience in property management, asset management, inventory control and management, supply chain management or related field, preferably within the UN system or in a multicultural environment, is required.
- Experience with SAP or similar ERP systems for asset management, procurement or finance, is required.
- Knowledge of IPSAS 17- Property, Plant and Equipment is required
- Experience and/or proficiency in using Microsoft Office (Outlook, Word, Excel), and the internet is required.
- Experience in property management performance monitoring and reporting is highly desirable.
- Experience with Service Management Tools such as TopDesk,JIRA,OTRS,ServiceNow, or similar, is desirable.
