Organizational Setting

The Department of Safeguards carries out the IAEA’s duties and responsibilities as the world’s nuclear inspectorate, supporting global efforts to stop the spread of nuclear weapons. The primary role of the Department is to develop and implement IAEA safeguards to ensure that there is no diversion of declared nuclear material from peaceful activities and no indications of undeclared nuclear material or activities in a State as a whole.

The Department comprises nuclear safeguards inspectors, responsible for carrying out inspections and verifications of all-safeguards relevant information for nuclear facilities in 190 States; and technical staff responsible for a wide range of activities including: developing concepts and approaches for implementing safeguards; developing and maintaining safeguards equipment; providing analytical and laboratory services for sample analysis; collecting, evaluating and analysing safeguards-relevant information; providing information and communication technology infrastructure and services; and providing programme coordination support.

Within the Office of the Deputy Director General, the Section for Safeguards Programme Coordination (SPC) is the principal advisory body supporting the Department’s management. The Section provides coordination and support in the areas of safeguards implementation, programme and budget, human resources, performance monitoring, effectiveness evaluation, communication, and in formulation and execution of departmental policies and procedures.

Main Purpose

Reporting to the Head of the Section for Safeguards Programme Coordination, and operationally reporting to the Budget and Finance Officer, the Finance Officer (SG) manages a number of extrabudgetary funds for the Department of Safeguards from the acceptance phase through the closure phase, including budget monitoring and reporting.

Role

The Finance Officer (SG) is: (1) a specialist providing in-depth information and recommendations on a range of financial information; (2) a trainer for professionals and senior General Service (GS) staff on financial management and use of resources, and; (3) a developer of reports, also recommending new or enhancing existing procedures to increase the efficiency and effectiveness of resource allocation and use; and (4) an analyst providing information related to material management issues, in particular related to procurement.


Functions / Key Results Expected

Manage all extrabudgetary contributions in the Department throughout their lifecycle with an emphasis on highly sensitive projects: ensure the acceptance process is followed; reconcile received income vs pledge amounts; review the status of budget utilization by project/task/item of expenditure; consolidate the financial plan for extrabudgetary contributions; and maintain the project/task structure in Oracle in cooperation with project managers.

Act as the resource mobilization focal point, coordinating and preparing donor reports, including drafting, consolidating, editing and revising of extrabudgetary contribution reports. Liaise with Member States on all issues pertaining to extrabudgetary contributions.

Provide in-depth analysis and propose proactive solutions regarding regular extrabudgetary expenditures, such as reviewing and reconciling actual expenditures, investigating major deviations from predicted results and recommending corrective actions on a range of budget items; carry out special studies and analysis with respect to extrabudgetary projects and make appropriate recommendations on the application of the results.

Ensure internal control mechanisms are in place and act as Certifying Officer for the Department. Oversee administration of procurement actions and contractual agreements and advise on improvements in contracts management. Act as the focal point for all ERP/ Agency-wide Information System for Programme Support (AIPS) related matters such as upgrades of modules and deliver ERP/AIPS training to new users.

Contribute to the preparation of programme and budget estimates by items of expenditure, compiling and consolidating information relevant to programme and budget planning as well as budget utilization.

Other duties: keep up-to-date documentation, reports, guidelines and files that have a bearing on matters related to the area of responsibility; serve as alternate back-up officer, generally in the absence of the Budget and Finance Officer; draft or prepare ad hoc correspondence, reports or analyses to respond to enquiries in respect of relevant budgetary and financial matters.

Prepare statistics and charts, and safeguards-specific reports from various databases to form part of the documents for meetings of the Board of Governors, as well as other reports and presentations in areas such as financial analysis and travel implementation, using standard office tools, as well as Oracle Business Intelligence Enterprise Edition (OBIEE), in the format and structure required by managers.

Support the Section on matters related to material management, in particular on the coordination of departmental procurement plans and review of the Department’s purchase orders and contractual obligations.

Qualifications, Experience and Language skills

  • Bachelor's Degree in finance, accounting, business administration or a closely related field.


  • Minimum of five years of working experience in the areas of finance, budget, and programme planning, monitoring, evaluation and reporting, including at the international level.

  • Demonstrated experience and proficiency in computer applications such as spreadsheets and complex computerized financial systems, including usage in the preparation of financial and statistical reports.

  • Experience with processes for monitoring, reporting and follow-up on extrabudgetary contributions.

  • Experience in understanding, documenting, assessing and improving business processes and internal controls.

  • Excellent oral and written command of English. Knowledge of other official IAEA languages (Arabic, Chinese, French, Russian and Spanish) is an asset.

Remuneration

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $70212 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $ 39389*, dependency benefits, rental subsidy, education grant, relocation and repatriation expenses; Other benefits include 6 weeks' annual leave, home leave travel, pension plan and health insurance.
