Organizational Setting

The Department of Safeguards carries out the IAEA’s duties and responsibilities as the world’s nuclear inspectorate, supporting global efforts to stop the spread of nuclear weapons. The primary role of the Department is to develop and implement IAEA safeguards to ensure that there is no diversion of declared nuclear material from peaceful activities and no indications of undeclared nuclear material or activities in a State as a whole.

The Department comprises nuclear safeguards inspectors, responsible for carrying out inspections and verifications of all-safeguards relevant information for nuclear facilities in 190 States; and technical staff responsible for a wide range of activities including: developing concepts and approaches for implementing safeguards; developing and maintaining safeguards equipment; providing analytical and laboratory services for sample analysis; collecting, evaluating and analysing safeguards-relevant information; providing information and communication technology infrastructure and services; and providing programme coordination support.

The Division of Information Management (SGIM) implements state of the art methodologies and techniques for the collection, processing and analysis of a range of safeguards-relevant information, including declarations submitted by States, evaluations resulting from the analysis of samples or measurements collected during infield activities, and information from open sources, including nuclear trade-related data and satellite imagery. Staff perform data validation and complex information analysis and evaluation to support infield activities and provide key input to the State evaluation process.

Main Purpose

Reporting to the Director, the Safeguards Implementation Committees Associate provides administrative and technical assistance to the Chairs and Technical Secretaries of the interdepartmental Safeguards Implementation Committees (SIC and SIS-C). He/she coordinates SIC and SIS-C meetings, including the preparation and processing of associated documentation and the promotion of best practices in the State evaluation process. The Safeguards Implementation Committees Associate is also responsible within the Division for ensuring coordination in the preparation of SGIM’s contributions to the State evaluation process and other Departmental core business activities.

Functions / Key Results Expected

  • Provide administrative support for the planning and coordination of the SIC and SIS-C meetings, which review up to 50 State Evaluation Reports (SERs) annually with meetings scheduled twice or three times per month, including the preparation of documentation packages for the Committee Chairs.
  • Act as the coordinator and focal point for the receipt of all State evaluation related documents from Operations Divisions.
  • Contribute to an initial review and quality check of SERs for completeness and to ensure a high level of consistency of the technical, policy and legal content, following up with Country Officers as required.
  • Coordinate Divisional contributions to State evaluations and related processes through the organization of regular review meetings and ensuring the consolidation of SGIM inputs to State Evaluation Groups.
  • Attend SIC and SIS-C meetings and provide support to Technical Secretaries in preparing the minutes, coordinating the clearance process, and finalizing the records taking into consideration members’ comments.
  • Assist the SIC and SIS-C Technical Secretaries in the forward planning of the annual Departmental meeting schedule for the Safeguards Implementation Report (SIR), liaising with Operations Divisions and administering changes during the cycle as required.
  • Promote knowledge management and best practice in the State evaluation process by providing guidance and training to staff at all levels in the Department, inter alia on timely and secure information circulation.
  • Contribute to the development and keep up to date the SIC, SIS-C and SGIM-related webpages to promote the sharing of relevant information.
  • Liaise with the Departmental security team on issues pertaining to the information access policy and its implementation.
  • Maintain the repository of recommendations and follow up resulting from SIC and SIS-C deliberations.

Qualifications, Experience and Language skills

  • Completed secondary education.
  • Minimum of six years of relevant working experience, preferably related to safeguards implementation at headquarters or in the field.
  • Experience of contributing to complex analytical processes and performing related quality checks on technical documentation.
  • Experience in coordination tasks, e.g. scheduling and preparing meetings, related documentation, and minute taking.
  • Excellent oral and written command of English. Knowledge of other official IAEA languages (Arabic, Chinese, French, Russian and Spanish) is an asset.
  • Administrative skills test to IAEA standard may be part of the process.

Remuneration

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at EUR 66981 (subject to mandatory deductions for pension contributions and health insurance), 6 weeks' annual vacation, pension plan and health insurance.
